Mission Statement

The University of Texas at San Antonio (UTSA) Office of Business Continuity & Emergency Management (BCEM) is committed to facilitating the University preparation for, response to, recovery from and reduction of the effects of intentional, accidental or natural disasters. Our mission is accomplished through mitigation, preparedness, response and recovery. Our office encourages corporation among university, city and state partners in the areas of emergency response, management and training. The principle task of the Office of Business Continuity & Emergency Management is to develop plans and resources to allow UTSA to alleviate and recover from both natural and man-made disasters. Our highest priority is to help provide a safe and secure scholastic environment for the UTSA community of students, faculty, staff and visitors. BCEM works cooperatively with all members of the Tri-Campus community, University of Texas System, City of San Antonio and the State of Texas to achieve this objective.

Donovan Agans is the UTSA Director of Business Continuity and Emergency Management Office. Donovan served in the United States Air Force for six years. His duties included taking part in the United States Air Force efforts to assist with the September 11, 2001 terrorist attacks on the World Trade Center and the United States Pentagon. At the time of the attacks, Donovan was stationed at McGuire Air Force Base in New Jersey, which was the closest active duty Air Force installation to New York City. McGuire Air Force Base became the hub for rescue, relief and response efforts for the Air Force. In addition, Donovan has trained or has been responsible for Weapons of Mass Destruction training of more than 75,000 service men and women.

He has developed, coordinated and participated in large scale emergency preparedness scenarios.  He has also assisted in coordinating the Lackland AFB reception support for service men and women in the event of a hurricane on the Texas coast. Donovan has been stationed at McGuire AFB, New Jersey, Charleston, South Carolina, Kunsan Air Base, Korea and Lackland Air Force Base. Donovan has a Bachelor’s Degree in History with a minor in Political Science and Anthropology from Northeastern State University in Tahlequah, Oklahoma. He and his wife Janice have a four year old daughter, Emily. Donovan said "I look forward to coming to work everyday. My goal is to create a safer working environment for students, faculty and staff.
