  1. What is the purpose of the Strategic Budget and Fiscal Sustainability Task Force?

    The Strategic Budget and Sustainability Task Force (Budget Task Force) has been charged with evaluating various resource management approaches to help formulate recommendations to the president on a new budgeting model as well as tools and plans that are appropriate for UTSA. The recommendation should represent a budget allocation model that is transparent and data driven, supports entrepreneurship and innovation, and that effectively aligns resources with the Blueprint UTSA plan.

  2. Who are the members of the Budget Task Force?

     The chair and executive champions are:

    • Lenora C. Chapman, Associate Vice President for Financial Affairs (Chair)
    • Kathy Funk-Baxter, Vice President for Business Affairs (Executive Champion)
    • Mauli Agrawal, Interim Provost and Vice President for Academic Affairs (Executive Champion)
    • Sam Gonzales, Vice President for Student Affairs (Executive Champion)

    The 11 members of the task force include:

  3. How were its members appointed?

    The Budget Task Force members were chosen by the president with input from three of the vice presidents and includes representatives from across the university, including both academic and administrative units.

  4. What will be its priorities?

    The Budget Task Force will focus on gaining knowledge of UTSA’s current budget allocation model and evaluating the various budgeting models used by higher education and how they might work at UTSA. It will develop a set of principles in support of the new budget model along with metrics. The expectation is that it will be a long-term model that will sustain the university for years to come.

    The task force will adhere to a process that is transparent and data driven, supports entrepreneurship and innovation, and aligns resources needed for Blueprint UTSA.

  5. How has UTSA conducted budget planning in the past?

    In the most recent years, UTSA’s budget model has been an incremental approach. New resources are identified each year and then allocated based on priorities set by the president and Campus Management and Operations. More information will be available and posted to the website in the upcoming months.

  6. How can I stay informed of the Budget Task Force activities and progress?

    The Budget Task Force will keep the campus informed through this website as well as various in-person forums and other communications. The Budget Task Force will also provide the Campus Management and Operations quarterly updates.

  7. How can I contribute ideas to the effort?

    We are committed to transparency and campus engagement throughout this process. You are welcome to submit your questions and suggestions via email to budgettaskforce@utsa.edu.

  8. How will it help UTSA achieve our strategic goals?

    The Budget Task Force’s work is aimed specifically at Strategic Goal 4, delivering world-class resources and supporting an infrastructure commensurate with a Tier One institution. The Budget Task Force supports strategy 4.2, implementing a new budget allocation model that is transparent and data driven, supports entrepreneurship and innovation, and better aligns resources with Blueprint UTSA Plan.
