Business Affairs is proud to recognize James Strahan, Shuttle Supervisor, Parking and Transportation Services, as the 3rd quarter recipient of the Celebrating Excellence Award for FY 2007.

UTSA has a fleet of over 100 University vehicles, all of which require fuel cards. In the past, Parking and Transportation Services (PTS) has worked with Disbursements to get each individual fuel bill paid. This proved to be a labor-intensive and time-consuming task.

In February of 2007, Jim Strahan joined PTS as Shuttle Supervisor. After reviewing the procedure for the fuel card system, Jim recommended that a new system be implemented in which each department would receive their monthly fuel bills directly from the vendor. To facilitate this process change, Jim was required to gather and verify each department's vehicles, vehicle users, official departmental contacts and account information. Upon compiling the necessary information, Jim created an electronic file and submitted it to the vendor.

The new procedure has been a tremendous success. It has created a winning situation for the University overall. First, it eliminated many time consuming and labor intensive tasks for Disbursements. They are no longer required to review volumes of fuel bills, chase down account numbers, and create voucher payments for each department. Secondly, departments are now receiving their fuel bills on a monthly basis, allowing them to audit each fuel charge in a consistent and timely manner. Finally, PTS is no longer in the position of managing the fuel card billing system on behalf of the entire campus.

Although employed at UTSA for only a few months, Jim has made a significant impact and shown his dedication to Excellence. Jim promoted change and innovation by developing a much more efficient process for the tracking and payment of fuel bills for all University vehicles. Implementing the process required excellent communication and collaboration.
