Officer Darwin "Pappy" Odom |

Business Affairs is proud to recognize Officer Darwin "Pappy" Odom, Police Officer III, University Police, as a 4th quarter recipient of the Celebrating Excellence Award for FY 2007.
In June 2007, Officer Odom was selected and appointed as the first UTSA Police Department CAPP (Community Action Partnership Policing) Officer. The CAPP Officer program is a direct result of Chief David Hernandez' vision of increased service by developing relationships with the community we serve.
Officer Odom makes campus wide personal contacts and develops interpersonal relationships with staff and students to help create a positive, safe and educational working environment for all members of the UTSA Community. The program is "Action Oriented" and focuses on "Problem Solving". Officer Odom also responds to assist all patrol officers in specific community related issues and devises plans to address those needs. As the CAPP Officer, he can provide additional capability of more in-depth follow-up on public issues and concerns. he also coordinates with the Crime Prevention Unit for presentations and public appearances and with the Criminal Investigations Division for follow through with victims.
Officer Odom has made many contacts throughout the university and local community to help develop the mission of the CAPP program. Meetings with Northside ISD Police concerning parking plans for next semester, contacting area apartment complexes regarding crime prevention presentations, following-through on temporary holding bins for stray animals on campus and numerous new student and parent contacts during orientations are but a few of the contacts Officer Odom has made through the CAPP program.
Officer Odom is developing a Data Base of contact information for addressing specific Police and University issues. Sources are being developed through personal contacts, area canvases, surveys, questionnaires, and daily reports.
Officer Odom has done an outstanding job in the development and implementation of this new program and continues to make progress each day. He is dedicated to the success and growth of the CAPP program. Officer Odom is friendly, easy to approach, and has a unique way of making those he comes in contact with feel comfortable. The department has already received much positive feedback from our community about Officer Odom's CAPP activities.
