What is the Hazlewood Dependent/Spouse Program?

The Hazlewood Act is also extended to spouses and dependent children of eligible Active duty, Reserve, and Texas National Guard who died in the line of duty or as a result of injury or illness directly related to military service, are missing in action, or who became totally disabled for purposes of employability as a result of a service-related injury or illness. Each child and spouse in the veteran's household will receive a 150 credit hour exemption.

Note – A child of a qualifying veteran who does not have a service-related, total and permanent disability rating or a service-related death might qualify for benefits under the Hazlewood Legacy Program.

Veteran Eligibility Requirements

The following are requirements a veteran must meet to be considered a qualifying veteran:

  • At the time of entry into the U.S. Armed Forces, designated Texas as Home of Record, entered the service in Texas, or was a Texas resident
  • Has a service-related total and permanent disability rating, is entitled to receive compensation at the 100% rate due to individual employability (IU), died in action or as a result of service-related injuries or illness, or is missing in action
  • Received an honorable discharge or a general discharge under honorable conditions

Student Eligibility Requirements

The following are requirements a student must meet to have Hazlewood transferred to them:

  • Be a Texas resident
  • Be the qualifying veteran’s spouse, biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year
  • Meet the academic requirements listed below (only pertains to dependent/spouse of veteran who became 100% disabled or receive compensation at the 100% rate due to individual employability as a result of service-connected injuries or illness):
      • GPA of 2.0 for undergraduates; GPA of 3.0 for graduates
      • Cannot “excessively exceed” hours required for degree (Floating 30/45) – Undergraduate Credit Limitation
    Note – These requirements are not the same as Satisfactory Academic Progress (SAP) requirements necessary to maintain financial aid eligibility. For financial aid SAP info please refer to the Satisfactory Academic Progress web page.
  • Have no federal Veteran’s education benefits, or have no federal Veteran’s education benefits dedicated to payment of tuition and fees only (such as Chapter 33 or 31) for semester enrolled that do not exceed the value of Hazlewood benefits
  • Cannot be in default on a student loan made or guaranteed by the State of Texas
  • If you are a male, you must be registered for Selective Service

Required Documentation for First-Time Applicants

First time applicants must submit the items below. If the student wants to use the exemption other terms within that academic year, the student will indicate their request on Step 2 of the Hazlewood Statement of Understanding or notify the One Stop Enrollment Center. The following is the initial documentation that is required:

  • Hazlewood Statement of Understanding
  • Texas Hazlewood Act Exemption Application (the veteran's signature is not required)
  • Provide proof (DD214 or DD1300) from the Department of Defense regarding military service and the nature of discharge
  • Rating Decision Letter if disabled due to service-related illness or injury
  • Proof of Dependency – birth certificate, tax return for current or previous tax year, adoption papers, OR marriage certificate for a spouse
  • If the veteran was discharged after 8/1/2009, submit proof of eligibility or ineligibility of GI Bill benefits (Chapter 31 or Chapter 33 Post 9/11) by requesting an education benefits letter from one of the following:
      • eBenefits website
      • VA Office in Muskogee OK at (888) 442-4551
      • VetSuccess at the UTSA located in the Veteran Certification Office
  • Hazlewood Database Hours for student (submit even if hours are zero)
  • If you are a male who has not submitted a FAFSA, please submit proof of having registered for Selective Service. If you have not registered, you can do so at www.sss.gov
    • Note: In submitting a FAFSA, the Department of Education notifies us of your selective service status.

Required Documentation for Renewal Applicants

After initially receiving the Hazlewood Exemption, applicants must submit renewal documentation by the Census date for the first term of the academic year in which the student is applying for the exemption. If the student wants to use the exemption other terms within that year, the student will simply make their request on the Hazlewood Statement of Understanding or notify SFAES.
