Master Plan Overview

The goals for this master plan are not exclusionary. That is, it is not possible to choose one goal and declare that it, by itself, is the most important. For example, the goal of maintaining permanent open spaces can be combined with new recreational uses to enhance the pedestrian experience and also to clarify patterns of land use. In collaboration with UTSA faculty, students, and staff, the design team has developed a plan that addresses the challenges, meets the goals, and abides by the basic planning principles of the planning process.

Currently, much of the land at the 1604 Campus is undeveloped. This is deceptive, however, for growth at the 1604 Campus has not just continued, but has accelerated considerably in recent years. Long-term decision making must be employed for each new project so that overall campus goals may be achieved. While interim solutions may be the most expedient way to solve problems in the near term, they are often detrimental to the campus in the long term. Because of the speed with which UTSA is growing, the university cannot afford to make short-term decisions which compromise the school’s ultimate vision.

The master plan divides the campus into distinct precincts. The athletics facilities and their adjacent parking are located on the western side of campus, near Babcock Road. Housing is located on the north and south portions of the land between the athletic facilities and the academic complex. Recreational facilities and permanent open space fill in the areas between the housing. The existing academic complex is expanded by the addition of several new buildings, but most of the academic and research growth is accommodated in a new area to the east of the existing academic complex. Parking will continue to be located adjacent to the academic buildings on the north and south sides. The master plan retains the permanent open space areas in the southeast area of campus. A new area of permanent open space will be established in the northeast, extending from John Peace Boulevard to Valero Way along the Loop 1604 access road. A portion of this area, much of it adjacent to the area containing the protected caves and sinkholes, contains especially porous limestone that allows substantial aquifer recharge. Graduate housing and additional recreational facilities are located on the eastern side of campus near Valero Way.

The first figure shows the campus as it presently exists, and the second figure shows the master plan for the campus as it is envisioned to appear in the future. The phasing of the development was a very important consideration of the planning process. For example, the location of some of the recreation fields was set to fit between other facilities that are likely to remain for several years.
