Smith was quoted in the San Antonio Business Journal as saying, "We are looking for and expect continued funding because there is a critical need today for this type of program."
Smith chairs the Subcommittee on Courts, the Internet and Intellectual Property of the House Judiciary Committee and serves as a member of the new House Select Committee on Homeland Security.
