UTSA administrator named to Brooks Development Authority

(Dec. 16, 2003)--William Scouten, UTSA associate vice president for research initiatives, has been appointed to the board of the Brooks Development Authority (BDA) by San Antonio Mayor Ed Garza and the City Council.

The BDA is responsible for maintenance of Brooks City-Base property and attracting businesses and new commercial development to the surplus land and facilities within the 1,300-acre complex. A master plan is being developed for the base that considers the mixed-use needs of future business tenants, the Air Force and the 3,500 workers currently employed there.

"I look forward to serving on a board that promotes the goals of all sectors of the city -- public and private," said Scouten. "I realize the potential that Brooks City-Base has for building productive relationships among the Air Force, higher education and research, which will bring better lives and jobs to San Antonio residents."

As a former UTSA College of Sciences dean, Scouten helped implement three new doctoral degree programs and collaborated with the Air Force and Brooks City-Base to create the Center of Excellence in Biotechnology and Bioprocessing Education and Research (CEBBER). CEBBER trains both military and civilian personnel to handle vaccines, biosensors and other biological products.
