Board of Regents Member Cyndi Krier, UT Law Dean Bill Powers, Texas 4th Circuit Court of
Appeals Chief Justice Phil Hardberger, UTSA President Ricardo Romo, Texas Secretary of
State Henry Cuellar and new UTSA Institute for Law and Public Affairs Director Richard
Gambitta gather at the reception. At right, Regent Krier addresses the crowd.

UT Law Dean Bill Powers and State Representative Trey Martinez-Fischer talked about the
significant role the institute will have in the area. The institute will create a certificate program
for year-long classes combined with two summer pre-law academies, to begin in the summer
of 2002.

Rep. Martinez-Fischer joins UT Law Dean Bill Powers and Harriett and Ricardo Romo outside
the reception. Dean Powers presents Institute for Law and Public Affairs Director Richard
Gambitta a check for $20,000, to help initiate the program.
