UT Service and Civic Participation Program The Office External Affairs manages the UT Service and Civic Participation program at UTSA in coordination with UT System Office of External Relations. This program encourages students, faculty and staff to track service hours in the community in order to be eligible for President George W. Bush's Medal of Service. I am pleased to announce a new program, “UT Service and Civic Participation.” The program is The University of Texas System 's response to the President George W. Bush's Council on Service and Civic Participation. President Bush founded this national Council in 2003 to recognize citizens' volunteer efforts and bestow appreciation for their service with a Volunteer Service Award. UTSA students, faculty, and staff logging 100, 250, and 500 hours of volunteer service in a 12-month period are eligible, respectively, for the bronze, silver and gold-level awards which include lapel pins and personalized letters of gratitude from the President of the United States .
