Carlos Martinez, MS, JD

Senior Vice President for Governmental Relations

Carlos Martinez, JD serves as Senior Vice President for Governmental Relations at the University of Texas at San Antonio. Martinez leads a team of university representatives who communicate UT San Antonio’s interests and priorities with elected officials and government agencies at all levels of government. The office also works to bring a broader understanding of legislative activities to the university community.

Martinez has extensive experience in state and local government, and a track record for developing strategic approaches to foster positive legislative relationships and produce solutions for complex and sensitive organizational challenges.

Prior to UT San Antonio

Prior to his current role, Martinez served as UTSA’s Senior Vice President for Institutional Strategic Planning, Compliance Risk Management and Office Operations, and Chief of Staff to President Taylor Eighmy. In that role, he served as a counselor to the president on all administrative and operational matters of the university, and oversaw the compliance and risk management, internal audit and legal affairs functions of the university.

Prior to his service at UT San Antonio, Martinez served University of Texas System institutions in various capacities. His service to The University of Texas at Austin began in 2010 and included Chief of Staff to the President and Associate Vice President for Governmental Relations. He also served The University of Texas System as Associate Vice Chancellor for Governmental Relations and Academic Affairs.

Before joining The University of Texas System, he worked in the Texas House of Representatives, serving as counsel to a member of the Texas House and as committee clerk for the House Committee on General Investigating. He also worked in city government for six years in various roles, including serving as Acting City Manager of Del Rio.
