Hailey Mullican, JD, serves as the Vice President for Legal Affairs and Chief Legal Officer at The University of Texas at San Antonio.
As general counsel for the Institution, Mullican leads a team of experienced healthcare and higher education attorneys and staff to provide full-scope legal and strategic counsel for the general academic and health related institution in furtherance of its education, patient care and research missions.
Delivering Successful Outcomes
Mullican has established herself as a trusted adviser on a wide variety of subjects related to health law, employment and higher education. She was a key player in developing, implementing and executing a legal framework for creation of the inaugural medical school at UT Rio Grande Valley, establishing major affiliation and operating agreements with regional health care partners for the new graduate medical education programs. She also navigated and lead through unprecedented legal challenges during the COVID-19 pandemic, and has demonstrated success in effectively coordinating between the general law team, the Office of General Counsel, and the Attorney General’s Office to defend UT Health San Antonio in litigation, achieve settlement, dismissal and wins.
Prior to UT San Antonio
Prior to the creation of the merged UT San Antonio, Mullican served as Vice President for Legal Affairs and Chief Legal Officer for The University of Texas Health Science Center at San Antonio (“UT Health San Antonio”) since 2023 and its Managing Legal Counsel since 2018. She started her career with UT Health San Antonio’s Office of Legal Affairs in 2009 as a healthcare attorney.
