The Office of Auditing and Consulting Services is the internal audit function for the University.  Our mission is to enhance and protect organizational value by providing risk-based and objective assurance, advice and insight.  We assist UTSA in accomplishing its objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of the university's governance, risk management, and internal control.
Auditing and Consulting Services staff are authorized to:

  • Have full, free, and unrestricted access to all functions, activities, records, property, and information systems
  • Obtain the necessary assistance of personnel in units where they perform audits, as well as other specialized services from within or outside the institution

Our activities fully comply with The Institute of Internal Auditors International Standards for the Professional Practice of Internal Auditing. We also abide by UT System Policy UTS 129—Internal Audit Activities, the Texas Internal Auditing Act, and generally accepted government auditing standards.

The Office of Auditing and Consulting Services reports administratively to the UTSA President.  The UTSA Chief Audit Executive (CAE), Mr. Paul Tyler, reports functionally to the institutional internal audit committee.  Additionally, the CAE has an indirect reporting relationship to the UT System Chief Audit Executive (CAE), J. Michael Peppers, who reports to the Audit, Compliance, and Risk Management Committee (ACMRC) of the Board of Regents.
