Section V: Parking Permits


1. Issuance of Permits

Campus Services is authorized to issue parking permits, parking credentials, and other parking authorizations to eligible students, employees, vendors, contractors, visitors, and other individuals conducting university business upon payment of applicable fees and satisfaction of eligibility requirements.  

Campus Services shall establish permit categories, eligibility requirements, parking privileges, and permit allocations in a manner that supports university operations, parking availability, customer needs, and campus transportation goals.

Parking permits and credentials are issued upon application and payment of applicable fees. Eligibility for permit types shall generally be determined by an individual's primary affiliation with the university, including student, employee, vendor, contractor, visitor, or other approved classification.

Unless otherwise authorized by Campus Services, individuals may possess only one active parking permit or credential at a time, excluding permits or credentials issued for motorcycles, bicycles, carpools, or other specialized transportation programs. Parking permits, credentials, access devices, and associated parking privileges remain the property of the university and may not be sold, transferred, assigned, altered, or otherwise used contrary to university regulations.

Campus Services may establish and administer carpool, bicycle, micromobility, visitor, event, accessible parking, veteran parking, and other specialized parking programs, including eligibility requirements, permit conditions, and associated fees.

Campus Services may issue special permits, parking credentials, or temporary parking authorizations for university events, construction activities, operational needs, or other special circumstances. Parking facilities and parking areas may be reserved, restricted, reassigned, or temporarily closed as necessary to support university operations, special events, safety needs, or construction activities.

Parking fees and permit rates shall be established by the university and published in the applicable Parking Fee Schedule.

2. Classes of Permits and Eligibility

Campus Services shall establish permit classes, eligibility requirements, parking privileges, and associated fees necessary to support university operations and parking management. Current permit classes and parking privileges are published by Campus Services and may be modified as operational needs require.

A. Employee Permits

Executive Permit (E)

EligibilityEligible executive officers and university-designated personnel.

Privileges:  Valid in any space on the Academic Campuses, except Accessible Parking (ADA) spaces unless a state Accessible Parking (ADA) placard or license plate is displayed. Valid in Zones II-IV and in Garage A on the Health Campus

Employee Garage Permits (EX, ET, EB, ERW, XN, BN, TN)

Eligibility: University employees

Privileges: Valid in the assigned parking garage, designated employee parking areas, commuter parking areas, and other locations identified by Campus Services.

Note: Permit holders authorized to park in the One Riverwalk Garage (ERW) may only park on levels 4-6. 

Garage Evening Permits (XN, BN, TN)

Eligibility: University employees

Privileges: Valid in assigned garage and Downtown Campus garage from 4:30 p.m. to 6:00 a.m. weekdays and all-day weekends. Not valid for parking in any other parking space on campus.

Employee Reserved Surface Permit (R)

Eligibility: University Employees

Privileges : Valid for parking in the surface lots in spaces marked Reserved and other parking areas designated by Campus Services

Employee A Permit (A)

Eligibility: University employees

Privileges : Valid for parking in the Employee "A" surface spaces on campus, and may be used in the Employee "B" spaces or Commuter Student surface spaces.

Employee B Permit (B)

Eligibility:  University employees

Privileges : Valid in Employee B parking areas and commuter parking areas. May park in Employee A parking areas during designated park up periods established by Campus Services

Special Eligibility: Graduate Research Assistants and Graduate Teaching Assistants with qualifying appointments may be eligible to purchase an Employee B permit as established by university policy.

Employee ADA Permit (AE)

Eligibility: University employees who present a valid state-issued disabled parking placard or license plate and receive a UTSA ADA permit through Campus Services.

Privileges : Valid in Employee B parking areas and commuter parking areas. May park in Employee A parking areas during designated park up periods established by Campus Services

Motorcycle Parking Permit (M)

Eligibility: University employees and students.

Privileges Valid in designated motorcycle parking areas.

Note: Individuals who wish to park both a motor vehicle and a motorcycle must purchase a UTSA vehicle permit and may add a Motorcycle (M) permit for an additional $38. Motorcycle permits are not available with Resident Housing student permits

Departmental Daily Visitor Permit (Y)

Eligibility: University departments and authorized university personnel. Permits must be purchased using university funds and may not be purchased by student for personal use.

Privileges: Valid in Employee A parking areas, Employee B parking areas, and commuter parking areas for official university visitors conducting university business.



B. Student Permits

Student Tobin Ave Garage Permits (ST)

Eligibility: UT San Antonio students

Privileges: Valid in unreserved spaces within the Tobin Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges:  May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student Tobin Ave Reserved Garage Permits  (STR)

Eligibility:  UT San Antonio students

Privileges:  Valid in reserved and unreserved spaces within the Tobin Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges:  May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student Ximenes Ave Garage Permits (SX)

Eligibility: UT San Antonio students

Privileges:  Valid in unreserved spaces within the Ximenes Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges:  May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.


Student Ximenes Ave Reserved Garage Permits (SXR)

Eligibility:  UT San Antonio students

Privileges:  Valid in reserved and unreserved spaces within the Ximenes Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges:  May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student Bauerle Rd Garage Permits (SB)

Eligibility:  UT San Antonio students

Privileges:  Valid in reserved and unreserved spaces within the Bauerle Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges: May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student Bauerle Rd Reserved Garage Permits (SBR)

Eligibility: UT San Antonio students

Privileges: Valid in reserved and unreserved spaces within the Bauerle Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges: May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student One Riverwalk Place Garage Permits (SRW)

Eligibility: UT San Antonio students

Privileges: Valid on levels 4-6 within the One Riverwalk Place Garage, Downtown Campus garages, and Commuter parking areas.

Park Up Privileges: May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Resident Housing Student Permits (H)

Eligibility: UT San Antonio students assigned to Alvarez Hall, Blanco Hall, Chaparral Village, Chisholm Hall, Laurel Village, or Guadalupe Hall.

Privileges: Valid in designated residential parking areas serving university-managed housing communities, Commuter Student parking in the Barshop Lots, and Downtown Campus Commuter parking areas.

Park Up Privileges: May utilize Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Resident Housing Student Permit for University Oaks (U)

Eligibility: UT San Antonio students assigned to Alvarez Hall, Blanco Hall, Chaparral Village, Chisholm Hall, Laurel Village, or Guadalupe Hall.

Privileges: Valid in designated University Oaks residential parking areas, Commuter Student parking in the Barshop Lots, and Downtown Campus Commuter parking areas

Park Up Privileges: May utilize Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Resident Tobin Ave Garage (RT)

Eligibility: UT San Antonio students assigned to Alvarez Hall, Blanco Hall, Chaparral Village, Chisholm Hall, Laurel Village, or Guadalupe Hall.

Privileges: Valid in the Tobin Garage, Downtown Campus garages, and Downtown Campus Commuter parking areas.

Park Up Privileges: May park in Commuter student parking in the Barshop Lots and Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Commuter Student Surface Permit (C)

Eligibility: UT San Antonio students not residing in university housing.

Privileges: Valid in Commuter parking areas.  

Park Up Privileges: May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Student ADA Permit (AS)

Eligibility: UT San Antonio students who present a valid state-issued disabled parking placard or license plate and receive a UTSA ADA permit through Campus Services.

Privileges: Valid in ADA-designated parking spaces campus-wide, including resident and commuter ADA spaces. May also park in unmarked Commuter and Resident parking areas in accordance with university parking regulations. 

Commuter Student Surface Evening Permit (Twilight) (Z)

Eligibility: UT San Antonio students not residing in University Housing.

Privileges: Valid in Commuter parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Park Up Privileges: None.

Garage Evening Permits (XN, BN, TN)

Eligibility: UT San Antonio students not residing in University Housing.

Privileges: Valid in the designated garage and Downtown Campus garages from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Park Up Privileges: None.

Motorcycle Parking Permit (M)

Eligibility: University employees and students.

Privileges: Valid in designated motorcycle parking areas.

Commuter Student Single-Use Daily Surface Permit (S)

Eligibility: UT San Antonio students not residing in University Housing.

Privileges: Valid in Commuter parking areas.

Park Up Privileges: May park in Employee B parking areas from 4:30 p.m. to 7:00 a.m. on weekdays and at any time on weekends.

Resident Housing Guest Daily Permit (K)

Eligibility: Guest hosted by a resident of Alvarez Hall, Blanco Hall, Chaparral Village, Laurel Village, Chisholm Hall, or Guadalupe Hall.

Privileges: Valid in designated resident parking areas and unmarked spaces in the Barshop Rd Lot.

University Oaks Guest Daily Permit (J)

Eligibility: Guest hosted by a resident of University Oaks.

Privileges: Valid in University Oaks parking and unmarked spaces in the Barshop Rd Lot.



C. Retiree Permits

Emeriti Faculty
  • Eligibility: Faculty members granted emeriti status by the University.
  • Privileges: Eligible to receive an Employee A permit at no charge.
  • Conditions: Complimentary permits have no cash value, are not eligible for refunds, and may not be applied toward the purchase or upgrade of another parking permit.

Retired Faculty/Staff:
  • Eligibility: Individuals retired from the university.
  • Privileges: Retirees with no university appointment are eligible to receive an Employee B permit at no charge
  • Retirees with a compensated university appointment may purchase any permit for which they are otherwise eligible at the applicable permit rate.
  • Conditions: Complementary permits have no cash value, are not eligible for refunds, and may not be applied toward the purchase or upgrade of another parking permit.

D. Garage Permits

A valid garage permit, parking credential, or other university-authorized parking authorization is  required to park in a university parking garage, except when utilizing designated short-term paid parking spaces and paying the applicable parking fee.  



E. Other Permits

Recreation Wellness Center Permit (W)

Eligibility: Recreation Wellness members who are not current students or employees of the university. University-affiliated spouses must maintain the appropriate Employee, Student, or Alumni parking permit, as applicable.

Privileges: Valid in Commuter Student surface spaces in Brackenridge Road Lot 2 and Barshop Boulevard Lot while using the Recreation Wellness Center or intramural sports facilities.

Alumni Parking Permit (N)

Eligibility: Alumni of UT San Antonio who are not registered students or employees of the university.

Privileges: Valid in Commuter Student surface spaces while visiting campus, attending university events, or conducting university business.

Contractor/Vendor Parking Permit (CV)

Eligibility: Non-affiliated contractors, vendors, sales representatives, technical service providers, and members of university advisory councils who are not students or employees of the university. Students, faculty, and staff are not eligible for Contractor/Vendor permits.

Privileges: Valid in Employee B surface spaces while conducting university business.

Bicycle Permit (BK)

Eligibility: Any affiliate of the university. Bicycle owners are encouraged to register their bicycles with the UTSA Police Department to assist with identification and recovery in the event of loss or theft.

Privileges: Courtesy permit valid for bicycle parking in designated bicycle racks and bicycle parking areas on university property.



3. Vehicle Registration and Display of Permits

Vehicles parked on university property must be properly registered with Parking and Transportation Services and associated with a valid parking permit. When a physical permit is issued, it must be displayed in accordance with the instructions provided. Vehicles that are not properly registered, do not have a valid permit, or fail to display a required permit are subject to citation and other enforcement actions.

 


4. Surrender, Transfer or Revocation of Permits

Permit holders are responsible for maintaining accurate vehicle registration information and ensuring continued eligibility for the permit issued.

Permit holders must notify Campus Services and update, exchange, or cancel their permit when:

  • Their affiliation with the university changes and they are no longer eligible for the permit issued;
  • Ownership of a registered vehicle changes;
  • A replacement permit is issued;
  • A permit is revoked by the university; or
  • Any other change occurs that affects permit eligibility or vehicle registration information
  • Permit holders remain responsible for all applicable permit fees and parking violations associated with vehicles registered to their permit account until such changes are reported and processed by Campus Services.

5. Permit Expiration

Permit fees are assessed for the permit term or the remaining portion of the permit term at the time of purchase. Applicable permit rates are published annually in Appendix A: Parking Fee Schedule.


6. Payment of Permit Fees

Permit fees are assessed for the permit term or the remaining portion of the permit term at the time of purchase. Applicable permit rates are published annually in the Appendix A: Parking Fee Schedule.

Permit fees must be paid using a payment method approved by Campus Services. Accepted payment methods may include:

  • Payroll deduction for eligible employees;
  • Credit or debit card payments through university-approved payment systems;
  • Check or money order payable to The University of Texas at San Antonio; and
  • Other payment methods authorized by Campus Services.

Failure to make required permit payments may result in permit cancellation, loss of parking privileges, referral to collections, or other actions permitted by university policy.

7. Lost, Stolen, or Misused Permits

Permit holders must promptly report any lost or stolen permit, access device, or parking credential to Campus Services and complete any required documentation.

Replacement permits or parking credentials may be issued upon payment of the applicable replacement fee. Any permit or parking credential recovered after being reported lost or stolen must be returned to Campus Services immediately.

The use, possession, or display of a permit or parking credential that has been reported lost or stolen is prohibited and may result in citations, permit revocation, fines, and other enforcement actions as provided in these regulations.

8. Permit Refunds

Permit holders may be eligible for a prorated refund when a permit is canceled before its expiration date. Refunds will be calculated based on the number of full months remaining in the permit term.

Requests for permit cancellation and refunds must be submitted to Campus Services. When applicable, any physical permit, access device, or parking credential issued by the university must be returned before a refund will be processed.

Refund requests will not be approved if the permit holder's parking privileges have been suspended or if outstanding parking citations, permit fees, or other university debts remain unpaid.

No refunds will be issued on or after March 1 for annual permits purchased for the current permit year. Summer permits may be refunded if the permit is canceled within two weeks of purchase.

Campus Services reserves the right to establish and publish additional refund procedures consistent with these regulations.

9. Exchange of Permits

Permit holders may exchange their permit for another permit for which they are eligible, subject to availability. Any applicable difference in permit fees will be prorated based on the remaining permit term. Additional charges or refunds may apply at the time of the exchange.

10. Misuse of Permits and Parking Credentials

The misuse, unauthorized use, transfer, alteration, duplication, falsification, or fraudulent use of any parking permit, parking credential, license plate registration, or parking access device is prohibited.

Campus Services may revoke parking privileges, cancel permits, suspend parking and driving privileges on university property, and deny the issuance of future permits for up to one year or longer, depending on the severity of the violation.

Any person found using, possessing, displaying, registering, or benefiting from a lost, stolen, altered, fraudulent, fictitious, revoked, or otherwise unauthorized permit or parking credential may be subject to citations, administrative fees, permit revocation, and additional disciplinary action.

Students may be referred to The Office of Student Conduct and Community Standards. Faculty and staff may be referred to the appropriate supervisor, dean, director, department head, or Human Resource Business Partner for review and possible disciplinary action.

Individuals who fraudulently obtain parking privileges may be assessed against the applicable permit fees, fines, and other charges associated with the unauthorized use of university parking facilities.

11. Parking Reciprocity between UT San Antonio Health and Academic Campuses

To support university operations and the movement of students, faculty, and staff between campuses, UT San Antonio Academic and Health Campuses provide cross-campus parking privileges for certain permit holders. Eligible permit holders may park in designated areas on campuses other than the campus where their permit was issued, subject to the parking regulations of the host campus.

Current cross-campus parking eligibility, permit equivalencies, designated parking locations, and any applicable restrictions are published on the Campus Services website. Permit holders are responsible for reviewing and complying with the most current cross-campus parking guidance before parking on another campus.

Campus Services or the Health Campus Parking Office may modify cross-campus parking privileges, permit equivalencies, and designated parking areas as operational needs require.
