POLICY

 

Annual Enrollment begins July 1 and ends July 31. New insurance rates will be available at the end of June. For more information, please contact Human Resources at 458-4250, or visit their web site at www.utsa.edu/hr/benefits

 

Benefits eligible Faculty, Teaching Assistants and Graduate Research Assistants who do not have an appointment during the summer must make arrangements to pay for their out-of-pocket costs for medical coverage for the summer months. (A 50% or greater appointment over a period of four and one-half months or more indicates eligibility for benefits.)

To accommodate those Faculty, Teaching Assistants and Graduate Research Assistants who are eligible for summer insurance coverage, Payroll will deduct the out-of-pocket premiums for June, July and August insurance coverage from the June 1 paycheck (in addition to the May insurance costs), UNLESS you elect NOT to have the summer premiums deducted.  Premium Deductions for the out-of-pocket costs for insurance coverage will be quadrupled (month of May coverage plus the summer coverage) UNLESS you elect otherwise (Note: GRAs and TAs may NOT elect out of quadruple deductions UNLESS they have a 50% or more GRA or TA appointment for the entire summer.)

In order to elect out of the (4x) Quadruple premium deductions for summer insurance coverage of out-of-pocket costs, the following events must occur:

1.      You must have or will have one or more appointments during the entire summer: the appointment(s) must span June through August, and the appointment(s) must pay enough to cover your out-of-pocket costs.

2.      You must have received an email indicating your eligibility for summer insurance coverage. This email is sent no later than April.

3.      You must respond to this email confirming that you have or will have one or more appointments during each of the summer months, AND that you do NOT want summer insurance premiums to be taken from your June 1 check. You must respond NO LATER than the date indicated in the email.

4.      Non-response to the Summer Insurance Option email, you will be deemed and be defaulted to have elected to have the summer insurance premiums deducted from your June 1 paycheck. This “election” cannot be changed.

 

Important Notes:

1.      For Faculty who have both an administrative appointment and a faculty appointment, call Payroll for individual consultation on your summer insurance payments.

2.      If you are retiring on or before June 1, do NOT elect quadruple deductions.  Please let Payroll know of your intentions to retire.  Your insurance costs will change.

3.      If you are terminating employment on May 31, will not be returning for the Fall semester, and do not wish to extend your medical coverage through the summer, please elect out of the quadruple deductions by responding appropriately to the email.

4.      If you have no out-of-pocket costs for insurance, your insurance premiums and associated premium sharing will be deducted on your June 1 paycheck, but there will be no out-of-pocket cost to you. The cost of your insurance is paid in entirety by UTSA, and no action is necessary on your behalf to ensure continuous coverage through August 31. We request your response to acknowledge and confirm your benefit deduction and premium status.

5.      If at any time you become ineligible for insurance coverage, you may wish to extend your medical coverage through COBRA. If you wish to choose COBRA continuation coverage, you MUST notify Human Resources within 60 days from the date you lose coverage.

6.   If you waive insurance coverage during the summer months, you MUST reinstate your insurance coverage during annual enrollment! Failure to do so will result in NO insurance coverage or reduced insurance beginning September 1

 

 

Frequently Asked Questions

 

Q: I am a full-time faculty member, but my summer appointment will be for the first summer session only. Can I elect not to have quadruple deductions from my June 1 check?

 

A: No. A Summer I appointment will not provide a paycheck for the month of August, and unless you have a paycheck for the month of August, we have no way to collect your premiums.

Q: I will have a Summer II appointment only. Can I elect to have two months of premiums deducted – May and June – and have July and August premiums be deducted from my summer pay?

 

A: No. Unfortunately, the program is written for either quadruple deductions or deductions for the month of May only. It was written to accommodate faculty who do not have an appointment in the summer. Hybrid issues cannot be accommodated at this time.

Q: I will be appointed to a grant this summer. Will the premium sharing be charged to my grant?

 

A: If the grant appointment is 100% time, the premium sharing will be charged to the grant.

 

Q: I am a part-time faculty member, and I receive only 50% premium sharing. If I have a full-time summer appointment, will I receive 100% premium sharing?

 

A: Yes, in the event your status changes from part-time to full-time for the summer, you will be “upgraded” to full-time status for premium sharing purposes. Assuming that you have a 100% appointment for June and July, but only a 50% appointment for August, your premium sharing will be reduced to 50% for the month of August only.

 

Q: What if I am a full-time faculty member and my summer appointments are for only 50%? Will my premium sharing be reduced to only 50%?

 

A: No. If you are a full-time faculty member on May 31, your status for insurance purposes will remain 100% for the entire summer.

 

Q: I am a graduate research assistant, and my appointment is for 50% time. I will not have a GRA appointment for the summer, but I will have an appointment at 25% time. Will I be eligible for insurance? And if so, will I still get 100% premium sharing?

 

A: Yes, you are eligible for summer insurances, but you will need a GRA appointment to be able to elect out of the quadruple deductions. A non GRA appointment will not recognize your status as a GRA, which is eligible for summer insurances and full premium sharing

 

Q: If I had quadruple deductions from my June 1 paycheck, but my family status changes during the summer, what happens?

 

A: If you have a family status change during the summer, a new baby for example, contact Human Resources to update your coverage, and then contact Payroll to make arrangements to cover any additional costs. If your coverages are reduced, you will receive a refund of any out-of-pocket costs once Payroll is notified of these changes and makes the necessary corrections.

This email is your official notification to make arrangements for your out-of-pocket summer insurance benefit deductions.  You have been contacted based on the criteria you are paid on a nine (9) month basis ending on May 31, and you are eligible for insurance coverage for the coming summer months. Please respond, select one of the appropriate options listed below, by responding to this email and simply indicating the Option number in your reply by April 25th.   

 

Option 1:         I acknowledge I will have four (4x) deductions from my May payroll check on the first business day of June that will pay my insurance premiums for May, June, July, and August.

 

Option 2:         I am retiring or terminating employment effective May 31 and request only the insurance premium for May deducted from my May check.  I will make an appointment with HR/Benefits at benefits@utsa.edu to discuss my insurance options.

 

Option 3:

bullet I request that my summer insurance premiums be changed from a one-time four month (4x) deduction from my May check to one-month (1x) deduction each from my May, June, July and August payroll checks.
bullet Eligibility Requirement: I understand in order to be eligible for this option; it is required to have appointment(s) for the months June through August (both Summer Sessions) which must pay enough to cover the monthly insurance deductions.
bullet Employee Action Requirements: I also understand that if I am not appointed for both summer sessions, after having elected this option:
bullet I understand it is MY responsibility to notify the Payroll Office immediately to make arrangements to pay my summer insurance premiums in a timely manner. 
bullet I understand failure to pay will result in the cancellation of my insurance coverage.
bullet I understand that I will contact and meet with HR/Benefits to discuss the impact of cancellation of my insurance benefits. benefits@utsa.edu 
bullet I understand that the cancellation of insurance may result in having to meet evidence of insurability to reinstate coverage.
