Section II: Definitions
The following defined terms are in addition to the definitions and terms of the Texas Motor Vehicle Laws, which apply on university property.
Accessible Parking
A parking space reserved for individuals with disabilities and designated by official signage and pavement markings. Use of accessible parking spaces is limited to vehicles displaying a valid state-issued accessible parking placard or license plate, or other authorization recognized by law. When parked in a university permit-required parking area, vehicles must also display a valid UTSA ADA parking permit in accordance with university regulations.
Autocycle
Any vehicle other than a tractor that is designated to have, when propelled, not more than three wheels on the ground, equipped with a steering wheel, equipped with seating that does not require the operator to straddle or sit astride the seat.
Bus Stop
A no-parking area where buses stop to pick up and drop off passengers, as indicated by signs or curb markings
Campus Services
The university department responsible for the administration of parking, transportation, and related mobility services. Campus or University Property: Any property owned, leased, managed, or otherwise controlled by the university.
Carpool
An arrangement whereby several participants (at least 2 but no more than 4 members) who are either faculty and staff or students (no mixed groups) travel together in one vehicle, the participants share the costs and often take turns as drivers.
Commuter Space
A parking space designated for use by individuals holding a valid commuter parking permit, as identified by signage, maps, permit guidance, or other university communications.
Compact Vehicle
A four-wheeled motorized vehicle whose overall length does not exceed 165 inches.
Contract Employee
An individual employed by a third-party organization that provides services to the university under a contractual agreement
Court Appearance ("CA") Citation
Those issued by UTSAPD officers constituting a summons to appear in either municipal court or a justice court.
Electric Vehicle (EV)
A motor vehicle that is powered wholly or partially by electricity and is capable of being recharged from an external electric power source.
Driver or Vehicle Operator
Any individual who drives, operates or is in physical control of a motor vehicle, bicycle, or micromobility device on university property.
Employee
Any individual employed by the university whether in a paid or unpaid capacity.
Flagrant Violation
A serious or repeated violation of university parking and transportation regulations, including but not limited to the use of lost, altered, fraudulent, fictitious or stolen parking permits or credentials; unauthorized use of a permit issued to another individual; accumulation of ten (10) or more citations within one academic year; or conduct that significantly disrupts university operations or creates a safety risk.
Micromobility Device
A small low-speed, personal transportation device designed for individual use, including electric bicycles (e-bikes), electric scooters, skateboard, and similar devices.
Motorcycle
Any vehicle 68 inches or less in width and requires a class M Texas license to operate.
No Parking Areas / Zones
Red or yellow curbs, yellow/white diagonal stripes (Zebra stripes); “X” between parallel parking spaces; loading zones; “No Parking” painted on surface, curbs and “No Parking” signs on crosswalks and bus terminals.
Official Visitor
An individual who is not eligible for an annual university parking permit and who comes to campus to conduct important business or to render an important service to the university.
Visitor
Any person who is not a faculty, student, staff member, or official visitor of the university.
Parking Permit
Permit issued by Campus Services that authorizes parking on university property.
Parking Space
An area designated for vehicle parking by pavement or curb markings, or signs. Any area not so marked is not a valid parking space.
Pay Station
A device to accept payment for short-term parking.
Reciprocal Parking
The parking arrangement that allows affiliates of the UT San Antonio academic and health campuses to use designated parking facilities at either campus, subject to the parking privileges and eligibility associated with their home campus.
Semester Intersession & Approved Holidays
The period of time between the day following the published last day of UT San Antonio finals of one semester and the beginning of the next semester (first day of class). Spring Break is also considered intersession.
Short-Term Parking Space
Any parking space for which the payment of an hourly rate is required.
Student
Any individual who is or has been within the last six months registered and enrolled at the university (including special students, part-time students, auditing individuals, teaching assistant students, graders, and research assistants).
University
The University of Texas at San Antonio, which includes the Academic Campuses (Main, Downtown, and Southwest), for the purposes of these Rules and Regulations. The Health Campus maintains separate parking rules and regulations, expect where reciprocal parking privileges or other agreements are expressly provided.
University Housing
Facilities on the Main campus that provide housing for students, including Alvarez Hall, Blanco Hall, Chaparral Village, Chisholm Hall, Guadalupe Hall, Laurel Village, and University Oaks.
UT Health San Antonio
The University of Texas San Antonio Health Campus. Refers to the university’s health campus formerly known as University of Texas Health Science Center at San Antonio (UTHSCSA). The Health Campus maintains separate parking and transportation regulations, permit structures, and parking assignments from the Academic Campus, except where reciprocal parking privileges or other approved agreements apply.
University Parking Citations
A citation issued for a violation of university parking and transportation regulations that is subject to administrative enforcement fees and review through university appeal procedures, rather than adjudication through the court system.
UTSAPD
The University of Texas at San Antonio Police Department.
Vehicle
Includes automobiles, buses, trucks, trailers, motorcycles, autocycles, motor scooters, motorbikes, mopeds, bicycles, golf carts, club cars, and tractors.
Vendor
An individual or entity not employed by the university that provides goods or services to the university under a contractual or business arrangement.
