Open Records - Texas Public Information Act

The Texas Public Information Act (Texas Government Code, Chapter 552) entitles each person to complete information about the affairs of government and the official acts of public officials and employees, unless otherwise expressly provided by law. Governmental bodies shall release requested information as promptly as possible, unless the information is exempt from disclosure under the Texas Public Information Act.

Much of UTSA's frequently requested information is already available to the public through one of the Helpful UTSA Links to the left. If you wish to submit an open records request to UTSA you may do so through our online portal link below.

In accordance with the Mayor of San Antonio’s order to shelter in place effective 11:59 p.m., March 24, 2020, UTSA’s physical offices are currently closed. Per the Attorney General’s guidance, if a governmental body has closed its physical offices for purposes of a public health or epidemic response, then such day is not a business day, even if staff continues to work remotely or staff is present but involved directly in the public health or epidemic response. Please visit for more information.

Once UTSA reopens its physical offices, we will respond to your request in a timely manner as required by Section 552.221 of the Texas Government Code. UTSA’s hours of normal operation are from 8:00 a.m. to 5:00 p.m. Monday through Friday. If your request was submitted after business hours (after 5:00 p.m. but before midnight) it is considered received the next business day.

UTSA student education records such as transcripts and immunization records cannot be released through a TPIA open records request. You must instead submit an education records request through the UTSA Registrar's Office.

Additionally, student records for admission such as high school transcripts, financial aid documents and immunization records cannot be submitted through this office. You may submit them directly through UTSA's One Stop Enrollment Center. (Fax No. 210-458-4638)

Student directory information for the Summer 2020 semesters will not be available to release until after the University census date of July 8, 2020.
