1.01 Administrative Officers
Chief Administrative Officer
The Chief Administrative Officer of The University of Texas at San Antonio (UTSA) is the President. The President's duties and responsibilities are set out in Regents' Rules and Regulations, Series 20000, Rule 20201, Section 4.
The Provost and Vice President for Academic Affairs
The Provost and Vice President for Academic Affairs (Provost) is the chief academic officer who provides the President guidance and leadership for all of the university's academic community. The Provost is directly responsible for overseeing seven Colleges, Undergraduate Studies, Graduate School, Honors College, Faculty Support, Academic Accountability, Institutional Research, Office of Information Technology, the Library, Executive Vice Provost, Vice Provost for the DT campus and many student and community related initiatives. The Provost is charged with ensuring the quality of academic programs offered; supporting the hiring of faculty who are top in their field and facilitating the growth of the university
Vice President for Business Affairs
The Vice President for Business Affairs provides the President with advice and counsel on fiscal affairs and has direct responsibility for the business operations of the university including facilities maintenance, operations, and capital construction, accounting, disbursements, bursar operations, budgeting, payroll, human resource management and development, security and emergency preparedness, environmental health and safety, business contracts processing, procurement, and business auxiliary services.
Vice President for Community Services
The Vice President for Community Services provides the President with advice and counsel on outreach and community engagement. The Vice President is responsible for extending the university beyond its campuses and into San Antonio and South Texas through public service, extension, outreach, and community education.
Vice President for Research
The Vice President for Research provides the President with counsel, assessment and oversight on research and technology commercialization. The Vice President for Research is responsible for research administration, including all sponsored programs and external activities with agencies that are collaborators. The Vice President for Research also has jurisdiction over the administration of research institutes at UTSA.
Vice President for Student Affairs
The Vice President for Student Affairs is responsible for overseeing student life; financial aid; admission; registration; athletics; student services, including counseling and health services; and for providing advice to administrators on all aspects of student activities at UTSA.
Vice President for External Relations
The Vice President for External Relations serves as UTSA’s chief development officer and provides the President with advice and counsel for all areas of advancement. The Vice President is responsible for supervising development, communications and alumni programs. The Vice President for External Relations also serves as an executive-level representative of the President in the community; and is responsible for the development of new plans and programs to produce and promote the university’s identity as a premier public university for the South Texas region.
The Deans of the several Colleges report directly to the Provost. They have the authority and responsibility for the operation of their respective Colleges and are expected to provide the leadership necessary to ensure first-class academic programs, both undergraduate and graduate, and high faculty and staff performance.
The Chairs of the academic departments of the colleges report directly to the Dean of the College. They have the responsibility under the Dean for the operation of their departments and are expected to provide sound organizational management, actively seek input from the department faculty, effectively interact with students, colleagues, subordinates, and staff, engage in external fundraising and outreach appropriate to the department as needed, engage in strategic planning, provide leadership in faculty and staff recruitment and development and engage in academic program development.
Chief Legal Officer
The Chief Legal Officer provides legal advice and counsel to the President and other university officials on a variety of issues, and advises on all applicable laws, rules, regulations, policies, and procedures. This Officer coordinates the university’s response to lawsuits, various claims and demands, settlement proposals, government agency filings and subpoenas, legally reviews policies in the university’s Handbook of Operating Procedures, and legally reviews contracts and agreements prior to final approval by the Vice President for Business Affairs or other designated university official. The Chief Legal Officer oversees the Office of Legal Affairs and the Office of Equal Opportunity Services. The Chief Legal Officer also serves as the University Ethics Officer.
Executive Director, Audit, Compliance and Risk Services
The Executive Director for Audit, Compliance and Risk Services is responsible for the Office of Auditing and Consulting Services and the Office of Institutional Compliance. The Office of Auditing and Consulting Services shall be accountable to the UTSA President and the Institutional Audit Committee to provide assessments on the adequacy and effectiveness of the organization's processes for controlling its activities and managing its risks. The Office of Institutional Compliance shall promote compliance with applicable laws, regulations, agreements and internal policies and procedures and provide assurance to the UTSA President and the Executive Compliance Committee that compliance risks are identified, prioritized and managed appropriately.
