- University Vehicles
1. Compliance
All operators of motor vehicles, bicycles, and micromobility devices shall comply with these regulations, applicable federal, state, and local laws, and all traffic control devices, signs, markings, and signals on university property, unless otherwise directed by UTSAPD or an authorized university representative.
Applicable traffic laws governing the operation of motor vehicles, bicycles, pedestrians, and micromobility devices apply on all university-owned, leased, managed, or controlled roadways, parking facilities, and other transportation areas.
2. Special Instructions
No person shall fail to comply with a lawful instruction related to parking, traffic, or transportation operations issued by a university police officer or an authorized university representative acting within the scope of their responsibilities.
3. Temporary Restrictions
Campus Services and UTSAPD are authorized to temporarily implement parking, traffic, and transportation restrictions necessary to support emergency situations, special events, operational needs, or other circumstances affecting the safe and efficient movement of people and vehicles on university property. Such restrictions may also apply to public streets when authorized through agreements with local governmental entities.
4. Speed Limits
20 mph on campus roads, 10 mph in parking lots, parking garages and service drives is the maximum speed limit, at all times, unless otherwise posted.
5. Traffic Obstruction
No person shall stop, stand, park, or otherwise position a vehicle on university property in a manner that obstructs or interferes with the safe and efficient movement of vehicular, bicycle, micromobility, or pedestrian traffic, creates a safety hazard, or causes damage to university property.
6. Bus-Only Lanes
No person shall operate or park a vehicle in a roadway, lane, or area designated for buses only, except for authorized university vehicles, transit vehicles, emergency vehicles, or other vehicles specifically authorized by the university.
7. Vehicles in Buildings
Except for wheelchairs, mobility aids, and other devices authorized by university policy or applicable law, no person shall place, operate, park, store, or leave a vehicle within a university building at any time, other than within designated parking facilities.
8. Sidewalks, Grass, or Shrubbery
No person shall operate a vehicle on a sidewalk, walkway, patio, plaza, grass, shrubbery, landscaped area, or any unapproved surface unless the area is specifically designated for vehicle travel or access, or unless authorized by UTSAPD or an authorized university representative.
9. Roller-Skates, Skateboards, and Scooters
Roller-skates, skateboards, scooters, and other micromobility devices are prohibited within university parking garages unless otherwise authorized by the university.
10. Passenger Pick-Up and Drop-Off
Persons picking up or dropping off passengers shall utilize designated passenger loading zones where available. In areas without designated loading zones, vehicles must pull safely to the right-hand curb or other authorized locations and may not obstruct traffic, pedestrian movement, or university operations.
11. Pedestrians
Pedestrians have the right-of-way at marked crosswalks, intersections, and sidewalks that extend across roadways, service drives, building entrances, and driveways. Operators of motor vehicles, bicycles, and micromobility devices shall yield to pedestrians in these locations.
Pedestrians crossing a roadway at a location other than a marked crosswalk or an unmarked crosswalk at an intersection shall yield the right-of-way to vehicular traffic.
No pedestrian shall stand, sit, or otherwise remain in a roadway, alley, driveway, or other travel lane in a manner that obstructs traffic, creates a safety hazard, or interferes with the movement of vehicles, bicycles, micromobility devices, or other pedestrians.
12. Traffic Restrictions
Vehicles with two or more rear axles, oversized vehicles, or vehicles exceeding posted size or weight limits are prohibited from operating on university roadways except when required for university business, construction activities, deliveries, emergency response, or other authorized purposes.
Except for emergency vehicles or vehicles specially authorized by the university, such vehicles may not travel on Walter Brenan Avenue between the Recreation Wellness Center and Convocation Center.
13. Use of Mobile Communication Devices
A person commits a violation if the person uses or holds a mobile communication device while operating a motor vehicle on university property. Prohibited activities include viewing, reading, composing, sending, or receiving electronic messages; dialing or selecting numbers; browsing the internet; gaming; watching videos; or otherwise manually interacting with a mobile communication device while operating a vehicle. Use of hands-free technology is permitted to the extent allowed by applicable law.
14. University Vehicles
Any university-owned, leased, or operated vehicles utilized on university property must be registered and identified in accordance with applicable university Fleet Management policies and procedures.
University vehicles, including golf carts and other low-speed vehicles, that are not properly registered, identified, or operated in accordance with university requirements may be immobilized, relocated, or removed from university property. The university assumes no liability for costs or damages resulting from such enforcement actions.
