Latest information on operational modifications for fall 2021 Roadrunner Roadmap

Federal Executive Order 14042

The following message was sent to all faculty and staff on November 11, 2021, from UTSA Research.

Dear Roadrunner Community, 

(November 11, 2021) -- On September 9, President Biden issued Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. As a federal contractor, UTSA is required to comply with specific elements of the Executive Order and related guidance, including COVID-19 vaccination, masking, and social distancing for certain of its employees. The Executive Order and related guidance allow for religious and medical exceptions in connection with the vaccination requirement.

Previously, Governor Abbott had issued Executive Order GA-39 prohibiting Texas governmental vaccine mandates. The Biden Administration believes that the existence of any such contrary state directives does not excuse federal contractors from meeting the applicable requirements of Executive Order 14042. 

As a growing and thriving research institution, UTSA receives millions in funding from federal contracts, providing critical opportunities for us to reach our destination of becoming a great public research institution. Complying with Executive Order 14042 is essential to ensuring we can maintain our federal funding and continue to pursue new and exciting opportunities. 

UTSA will take a contract-specific approach to meet its obligations under Executive Order 14042. The requirement for vaccinations or exceptions will apply to employees working directly on a covered project as well as those who support, or otherwise interact with, those employees. If you are identified as a covered employee, you will receive information via email from the Recovery Operations team. The email will provide instructions and deadlines for submitting proof of vaccination and the process to voluntarily apply for an exception. 

Face coverings and social distancing will be required in the campus locations that house covered employees, in accordance with Executive Order 14042 and related guidance. These locations will be identified by signage to indicate employee, student, and visitor’s responsibilities to support healthy practices in these areas. 

As we’ve indicated before, we strongly encourage all Roadrunners to be vaccinated against COVID-19, as a means of furthering community health and safety. Visit our COVID-19 vaccine web page to learn more about on-campus clinics and other options for getting vaccinated.
