Business Affairs Restructures UTSA Budget Office

Tammy Anthony Named Assistant Vice President for Budget and Financial Planning


Vice President for Business Affairs Kathryn Funk-Baxter has announced the restructuring of the university’s budget office to now report directly to the VPBA. This change begins December 1, 2017.

Tammy Anthony Tammy Anthony will assume the new position of Assistant Vice President for Budget and Financial Planning. She has served the financial needs of the university since June of 2014, when she was hired as Assistant Director of Budget Planning and Development. She was promoted to Associate Director of Budget Planning and Development in September 2015 and again to Senior Director of Budget Planning and Development in October 2016. 

Funk-Baxter, who chairs the Finance and Budget Modeling Task Force, explained the decision. “There is a significant amount of activity surrounding our budget redesign, and this change will allow more support directly from the budget office to accomplish the work of the Presidential Task Force,” she said.

The Office of Budget and Financial Planning collaborates with financial representatives across the university as well as core Business Affairs areas to prepare the annual operating budget in accordance with UT System and campus requirements. The team of six analyzes and prepares budget and financial data for various state agencies, UT System and the university administration. They coordinate the preparation of the biennial Legislative Appropriation Request. They also monitor and analyze the financial and policy impacts of proposed legislation and develop fiscal notes per UT System directions.

The team has led or played a key role in several enhancement projects including: the implementation of the new budget development system Hyperion in 2015; reengineering the merit process to align with PeopleSoft; salary encumbrances; new retroactive position funding tools for more timely updates to salary expenses in PeopleSoft; and summer faculty contract/funding assignments. Ongoing projects include eForms (electronic routing of HR and Funding action forms) and improvements to the salary encumbrance process. Additionally, the team has day-to-day operational roles for PeopleSoft Commitment Accounting and Commitment Control.
