Operational Review Process Goals
The goal of the Operational Review Committee (ORC) is to provide a framework for conversations between auxiliary and support units and the university community that focus on consistently improving fiscal accountability, management of resources, and assessment of service levels within these units to support the university’s strategic destinations.
Reviews include prior year performance, current year operations and benchmarks. In addition, the committee assesses internal policies, processes and priorities to help units identify opportunities to improve outcomes and examine efficiencies.
Presentations to the ORC are not meant to serve as budget requests, as the operational review committee is only charged with reporting to the ULC, not allocating funding. Reviews by the committee are intended to assist departments with improving their ability to meet the university’s needs.
Operational Review Schedule
All auxiliary units, administrative support units, and academic support units will submit formal reviews each year (as notified by the IRM Team) to the Operational Review Committee. On a rotating basis, some units will be asked to make a full presentation to the committee.
Since all units cannot present each year, a schedule will be implemented and discussed annually with the University Finance Team (UFT). The UFT, at their discretion, may modify the scheduling of unit reviews as deemed necessary. Notification to the units will be made by the IRM team with advance notice to prepare their materials for the committee.

Operational Review Committee
The Operational Review Committee consists of campus leaders, financial representatives and at-large employees across campus who participate in a governance process that results in improved fiscal accountability and management of resources.
The committee conducts operational reviews of auxiliary, academic support and administrative support units. Reviews include prior year performance, current year operations and benchmarks. In addition, the committee assesses internal policies, processes and priorities to help units identify opportunities to improve outcomes and examine efficiencies.
After the committee completes the review process, they provide feedback to the auxiliary and support units, as well as make recommendations to the President's Cabinet.
