3.02 Staff Recruitment


I. POLICY STATEMENT


The University of Texas at San Antonio (UTSA) is committed to building a highly qualified staff in support of academic excellence. To identify, recruit, and retain the most highly qualified, talented staff for all University departments is a primary goal for UTSA.


II. RATIONALE


This policy provides guidance on the hiring process as well as applicable and/or related policies, rules or regulations.


III. SCOPE


This policy applies to the recruitment of all classified, administrative and professional (A&P) staff positions at UTSA.

VII. DEFINITIONS


  1. Applicant Tracking System- The system used by UTSA to post internal and external positions to attract talent. It is here that interested parties will apply to the positions.

VIII. RESPONSIBILITIES


  1. Department Hiring Manager
    1. Determines/defines position title and job responsibilities.
    2. Obtains necessary approval(s) to post the position.
    3. Partners with Talent Acquisition to initiate the hiring process.
    4. Reviews and screens all applications received through the Applicant Tracking System.
    5. Schedules and conducts interviews, identifies a finalist and partners with Talent Acquisition to hire the candidate.

IX. PROCEDURES


  1. Posting Requirements
    1. Unless an exception is granted by People Excellence, staff positions must be posted for a minimum of five (5) calendar days.
    2. Any request for an exception to the posting requirement must be reviewed and approved by People Excellence to ensure compliance with university policies, procedures and/or applicable, rules, laws or regulations.
  2. External Advertising
    1. All advertisements of positions must carry the notation that “The University of Texas at San Antonio is an Equal Employment Opportunity/Affirmative Action Employer. All eligible applicants are encouraged to apply.”
  3. Final Screening Requirements
    1. If faced with multiple candidates that are all equal and under final consideration, preference must be given to those applicants that have designated Veteran or Former Foster Youth status on their application for employment.
  4. Job Offer
    1. The hiring department may extend a verbal job offer to the finalist only after the job offer request has been approved by Talent Acquisition.
